https://secure.eveonline.com/ChangePassword/ This is the only link I found to change your password. Though keep in mind, a mirror was completed Oct 21 so if you change your password, you will not be able to access Singularity for several months until the next mirror is completed.
The Singularity server does not support password changes. The only time Singularity log in credentials are updated is when a new mirror is taken, which refreshes the account logins and all associated characters.
