I’m just wondering why it’s limited to level 3 and level 4 missions… Would definitely get more use if level 1 and level 2 missions were included…

I think you will find far fewer players running L1 and L2 combat missions. The “real money” doesn’t start until you reach L3 and L4, and the fastest way by far to get to L3 standing is by running distro missions.
I’m a 17 yr old Vet playing this game with 12 different characters, 9 of which are running level 1 missions… I’d definitely use the app with them..
Also no need to tell me how to quickly raise standings… I know exactly how to do it… Especially since I pretty much wrote the book on it… 
It takes quite a bit of time to format each mission. I think level 1 has 155 missions and level 2 has something like 115 missions. I’d definitely do them if enough people were interested in having them included to the app.

I’m an EVE (and EVE-O Forum) Veteran who plays since 2017.
I have 7 accounts with 20 characters plus one empty slot that I occasionally fill from time to time when I need a disposable alt for one reason or another thus the number constantly increases.
I’ve only ever ran L1 and L2 missions on one single character: my main (and even then just to check out the content). I even have some of them immortalized in my public Steam Community screenshot library, they tend to have better and more detailed stories than higher level missions as far as I recall, but besides that I wouldn’t run them unless am very bored and not in the mood to anomaly rat.
I personally and anyone like me would only use the app for higher level (L3 and above) missions. My guess is this would apply to the majority of players…
Maybe posting a poll here and on r/Eve would provide a better direction than some random people’s personal anecdotes. 
This way you’d have reliable numbers (even if based on only those who answer the poll), and hopefully in greater quantities, then can base your decision on that. Would be a waste of time and effort to implement the lower level missions just for a handful of people.

If you don’t mind it might be helpful if you’ve linked the r/Eve poll as well so we can see that too.
Something to note is if there are not enough total support for low level missions then it is irrelevant what the relation between the two options is, there needs to be a minimum amount that makes the efforts and time spent worthwhile.
How many votes that is is for you to decide as it is your time and effort that goes into it if you decide to do it.
