if someone want transfer his idle charater and give to me for free is that a illegal behavior ? like RMT ?

They can give you the character for free but they still need to pay CCP the transfer fee to move the character from their account to yours. Giving you the account is against the rules.

Itā€™s not illegal behavior but it may look like RMT. Because CCP has no way to detect when dollars or euros are paid by the bank or wire transfer or paypal or whatever, so they just look for ā€œfreeā€ character transfers.

To avoid issues, read the Character Bazaar rules and have the person make a post in the Character Bazaar forum, titled ā€œPrivate Saleā€, posted from the character, saying that itā€™s a private character transfer to your character.
