Because… someone at CCP decided to make you open a browser window to report people behaving badly, instead of just being able to hit F12?
If it’s directed at someone out of game, it definitely needs to be reported.

Well the word itself does have a more general use in English more akin to “plunder” or “raid” in regards to a region although I agree it is often used in Eve to refer to sexual violence, which I find crude and distasteful in a video game. But I see plenty of other crude talk and it is up to me to decided how to deal with that either by removing myself from that communications channel, blocking the speaker or just learning to ignore it.
However, when it is used as an actual threat, especially with a real-life context you should report it. That is the only way it will come CCPs attention and they will deal with it appropriately. While I may have little faith in the GMs response to cheaters and botters, they do seem to take harassment and threats seriously and will respond at least with warnings and temps bans when EULA breaking communications are brought to their attention.

Now if you would tell an other player: “I find your house, wait for you to come home at night and bad things will happen.” All it needs is somebody reporting you and you can enjoy some/a EVE free time.

Gamers have a language of their own, and while this word is rather distasteful, I don’t think it is usually used in the context that non-gamers usually associate with it.
When I “shoot my load” onto your “shields”, slowly “stripping” your “ship” down to it’s “armour”, i only do so, so i can reach your “naked hull”. Once I’ve reached your “hull”, i will keep “penetrating” as hard as fast as i can, until you’ve inevitably “exploded” into big ball of light and “pleasure”. You will “spray” your “parts” all over the place, and then you will leave, forever remembering this intimate moment we’ve spent together.
A big problem with these new forums is that you can’t block a user as you could on the old ones, so you have to try and not read what someone has put when you don’t like how they post…it’s more difficult than it sounds.
