If changing asset safety is neccessary for making citadel content, this is how you do it

i was reading a CSM campaign thread who said to make it more worthwhile to citadel hunters you have to rip out asset safety. on the contrary i say, because otherwise you’d see a severe change in the location of all upwell structures, with the only thing not changing being their use in wormhole and null (probably). so here’s the attributes of an asset safety system that allows loot drops.
