I wouldn’t call it “cheat”. Developers have to have accounts and characters for various reasons like testing and evaluating in real 3D world.
Maybe some devs use their own money to play the game on their off time too, but they’re not doing anything more than any other player.
Plus, there are easy ways to get ships and modules in EVE. No need to cheat.
All such transactions would be logged somewhere and why would a Dev risk his Job to receive probably pocket money compared to his salary to spawn a Titan for someone? As soon as someone notices or talks and it gets reported or just suspected, another Dev could check where the Titan in question did come from (every item has a server history, going back to it’s creation), who has owned it before, where and when it was built etc…
Or do all Devs work together in this grand scheme of things? Have you found a real conspiracy? Tell us more!
As is their right to control the spread of rumors that would negatively effect them. My question is, if this has been discovered before, Why is the server allowed to stay in place. What the local govornment where the game was made allowed such things? Or was this too trivial to consider.
