Just looking for a very low tax empty quiet industry system within 15 from Jita not not blocked by Niarja.
https://www.fuzzwork.co.uk/blueprint/costindex.php to show the cost index for all highsec systems within 10 or 15 jumps of Jita. You can then use the Facilities tab in the industry tool will show the structures available to you in those systems and you can see the tax rate by hovering over the icon for the service you are interested in.
