Launcher Stuck Copying Executables

On the bottom left of my launcher it reads: EVE Online | Copying executables 193/194

It will try and copy for about a minute or two and then display: EVE Online | an error occurred while downloading client
It keeps doing this on an endless loop.

I have already reset my PC
I have set executables to unrestricted in Powershell (Reverted setting after a dozen or so tries)
I do not have Vanguard installed

My launcher tries downloading for a split second every 2-3 seconds in an endless loop and gives the same error occurred message. No details, no progress, where is the thread of new launcher issues? The lack of any such thread is especially telling CCP, it SHOULD exist for our and your benefit.
