Nonsense. PvE has zero risk, especially once you get to the point of having a 10 billion ISK farming ship. My armor “tanked” mission farming ship barely even loses its shields and has never come even close to death, and that’s with a pure T2 fit.
As for why do it, why not do it? If PvP is removed there’s zero chance of losing it, so why not pay a billion ISK for that faction module? It makes your ISK/hour rate higher and if you ever want to get that ISK back you can just sell it on the market.
I think what people are missing is that the newest players start basically in the most difficult to understand area by rules of the game. Besides that EVE is the only really good game if you like the space theme and mmo’s. I like PVP, got two characters with a trillion in kills but not everyone does. Especially not if your4 new to a game and you get insta blabbed by a experienced player.
Then, because we are talking about newbies, there should be no issue with removing everything but level 1 missions (and their equivalent mining/market activities) from highsec. 100% safety, but no way to make more than newbie-level ISK and no reason to stay in highsec unless you are a newbie.
The reason you reject this idea is obvious: it isn’t about newbies and player retention, it’s about using newbies as an excuse to make highsec 100% safe for endgame-level farmers.
Lies, more new players stay in game now because they can join corp without bullies killing them than before. Some people despise pvp, the solution to that is add more and better PVE content, not complain when they leave because they ‘hate pvp’.

Hi-sec is the most active area of the game. The boredom and stagnation facing the players isn’t just from null. It’s from hi-sec too.
Removing pvp has NEVER resulted in more players staying. It has only ever increased the unassailability of older players and increased the noob/vet power divide.
The reason we’re in this shitty situation now is because noobs used to be able to hunt and kill or steal from other players including vets. But ideas like this took all the interesting options away and all that’s left is the boring grind.
The vast vast majority of players quit from boredom and confusion, long before they are attacked by other players.
I hate PvP, I am crap at it, I have no interest in doing it…
Yet I started playing EVE because of the PvP oriented universe. PVE is simple once you understand how the NPCs work. Having to deal with the unknown factor of other players makes EVE much more interesting.
I (as an admitted carebear) believe that EVE would have died long ago if it wasn’t for the PVP Hardcore gameplay aspect of the game. Many people will probably disagree with that, which is great, but don’t join a PVP game and then start asking for it to be PVE.
Maybe in the highest security status systems, but they would probably need to be reduced and brought together/nearer each other but this wouldn’t help the learning curve i think; you have to step out the front door at some point.

This topic is not about what is good for you its about what would be good for player retention. The hardest parts in the game are much more simple to understand then what is supposed to be the entry level.
In your opinion, which isn’t backed by anything, especially not by CCP. You’re looking at this topic without sufficient understanding of the game, the economy and the social dynamics. This is very true. The rule-sets that involve high sec are very complex, there are ways you an make new players think they have the right to attack, but don’t.
Removal all full criminal actions from high sec would definitely help stream-line this, as well as prove a pve-related area (though not totally) for players.
When it comes to pvp and pve…
I think one of the greatest things eve has in it is the war dec system. It’s never been done right, but it got a whole lot better with the eve eligibility system. I am strongly against removing war-decs and pvp out right from high sec. This is way to dramatic of a change, and to be honest im very concerned that people will just leave null and live in high sec.
I’d like to see a new galaxy added to eve, which will eventually replace the current one. Some sort of story line that shows the galaxy is about to implode, get out now, with new drawn borders, and so forth that is much better thought out, with much less npc space, and much better distributed resources.
For now, this is very true, sadly there is just no competition in this genre, we desperately need more. Im working on a new mmo in this genre, and star citizen is working on it. Sadly, all the other ones (infinity universe, jump gate 2, etc) that were being worked on kind of died off or failed in development.
It would be enough to remove the criminal aspects. To be clear, removing any sort of possibility to attack out of war decs in high sec. It would definitely help keep players.
