Here is a fitting that is a bit more adjustable and has an easier time of actually applying its damage. Still has fairly high requirements to actually use and isn’t the cheapest to run. Though one can always downgrade to just… standard ammo for the Standard M and Multi-frequency M and regular Cap Booster 200s though you won’t fit as many in. You’ll save 6+ million right there in fitting costs though.
Very high damage application within 10K when the target is webbed and getting hit with faction Multi-frequency but can change ammunition to save on capacitor or engage at up to 26K+ with reasonable accuracy with Scorch.

this is what I threw together based on the first fit. locus rigs and tracking comp to max range. use the AB to get good transversal and blap the mission npcs. in lv2s you probably wont even get into armor much. pop a cap booster every so often to top up your cap if you need it. And bring a few different ammo types to cover different ranges.

and I’m guessing you probably can’t use all the t2 stuff, should be able to swap out meta gear and be fine.
