Low Sec doesnt have enough roaming Dread fleets for rookie pilots to come and watch in action.
Creating a Mega Battlefield will create Dread camps.
Here. If you really want to see dreads in action, build yourself a dread and start shooting someone’s property. I’m sure you’ll have company in short order. I recommend targeting snuffed or train wreck.

I’d also like to point out that dreads do happen in lowsec for FW.
Seeing more Dreadnoughts in Low Sec will draw out the big players from Null.
