Minor but interesting Citadel change

What if, when a Citadel was in combat (i.e. point defense activated or otherwise engaging ships), that it stops tethering ships until the timer is gone?

We would probably end up with citadel weaponry being discarded and people undocking in a combat ship, firing the doomsday once, and immediately docking back up in nul.

Oooo… The drama that would ensue when a fleet is teatherwd and a spy breaks this… That would be fun. But along the same thought process, I have the feeling there would be too much potential for this system to be abused.
