Moon mining in wormhole

This might have been asked a lot of time, but I would like to know : why does wormhole space get the same moons we can find in high sec ?

I have no idea on the balancing side, and that might be why it’s isn’t a thing, but on a logical (or RP) point of view, shouldnt the wormhole moons yield higher minerals than high sec ?
Unless the Sleeper drones kept a mining facility on every moon until capsuler came in, the moons should be untouched since the last sleeper died, no ?

it’s from a balance point of view.
WH depend on importations from NS for T2, just as NS depends on importation from WH for T3.
