These buttons should not be located below the post area of a topic. For non-post specific replies and tracking in a longer topic you always move the mouse to the right where the history slider with the reply button and tracking button are. In a shorter topic, the above shown buttons should also be there on the right side in order to maintain consistency and avoid unnecessary searching for buttons (as it happens to me every time I try to track/untrack a short topic).
