Be aware that scanning frigates may have a cargo hold up to 1000 m³ (with expanded cargohold) and are quite agile and not that attracting to gankers. Even better are shuttles, they are quick and have a cargo hold of 10 m³ which can be useful.
Are you referring Expedition Frigates like Endurance and Prospect ?
No, much cheaper: Probe, Imicus, Magnate, and Heron. They all have naked 400 m³ cargo hold which can be expanded.
