Because he finds it “funny” apparently. Although that makes about as much sense as saying “no thanks, it’s going to rain tomorrow” when someone offers you a cookie.
Or he’s going for the “you’re so inexperienced that I’m absolutely certain that I would win, so therefore I don’t have to take the challenge, haha!” angle, which is something you’d normally hear in a kindergarten playground.

You are the one who wants to come after me, the onus is on you to do it, that you want me to make it easy for you, says everything about your inability to play Eve effectively.

No, I clearly stated he can bring as many people as he wants. And there would be nothing duel-like about it because it would be a normal conflict. No organized “gentlemanly” fights of any kind.
He was offered 10 billion ISK for winning as an incentive. He was also offered multiple one-sized handicaps favoring him.
Dracvlad was whining that he doesn’t make enough money to PLEX his accounts - I’m surprised he doesn’t want the 10 billion isk prize money.
I’m more surprised that a grown man who can afford a computer fast enough to play a CD Projekt Red game can’t afford to pay for his MMO accounts with cash, to be quite honest.

I think what Dracvlad is trying to say, is that if you war dec him then he will dock up and refuse to fight. Like, you are free to wardec him, but he will just hide.
It’s not about killing you, it’s about showing everyone how much of an impotent coward you are in a place where you think you command a degree of respect and reputation. Ships can be replaced, but you’ll never be able to walk back from this.
