Elections do not show consent, quite counterwise - they enforce will of majority on the rest, would they consent to it or not.
The real consent was shown by Caldari citizens on individual basis when every of them had ACTUAL choice of staying with their respectful Corporation, or taking a leave and following old democratic government.
Majority of people have chosen Corporations. Very insignificant minority, however, stayed with democratic government and live in the Federation now. We detest them as traitors and filth, and don’t consider them Caldari anymore - but it was their choice. And they had it. Elections wouldn’t give you that choice.
