Corvettes can be used for things other than just an extra layer of HP over the pod. For example, they can be fitted with a web to help ships get into warp faster. They can also be used as a big, slow shuttle. Having said that, there is always a “better” alternative if cost is not a concern.
The observation that corvettes are cheap on the open market is a good one. Corvettes are not supposed to compete with paid ships, otherwise the meta would shift to corvettes. If you want to explore corvettes, the market works so there are almost certainly better things for the developers to focus on. Like T2 corvettes (j/k)!
