Would it be possible to get a icon - like what you have done with war declarations on systems that are affected by Pirate strongholds ?
I do not believe the incursion style interface is needed - but a simple icon, as at the moment you need to check the agency to see if one is active in the area vs being aware when you are in the system by default.
