Maybe have it check for available CPU/PG when adding new Facilities/Extractor heads, if not enough available it should notify?
also it is going to be renamed as “Planetary Industry” but that’s a minor detail

Thank you for feedback, I made changes to CPU/PG bars, they will change color to red, if limit is reached. 
And changed name, of course.
