Are POSes still usable to do reactions in nullsec? I know they were supposed to be phased out but i’m running a small scale operation just for myself and I feel like it would be easier to handle than an Athanor.

No, POS reactors don’t work any more. You can still do manufacturing, research (ME and TE), invention, copying.
