The reason why CCP is thinking about introducing smaller structures is not so much their price tag.
It is more about faster paced gameplay. Citadels currently take 24 hours to anchor, before they are usable. A small POS is online and running within 30 minutes. If they bring Size S Citadels, they’ll probably be similar to an ungunned POS with limited storage space and no docking.
Startup costs for citadel’s is much higher, but the operation costs are usually so much lower.
Pre-athanors my 2 large tower mining/reacting setup sucked down around 1bil per month in fuel (64/hour) while netting me 2bil in profit.
Now with a single moon at 12% R64 content my fuel costs are 80 mil (200 with reprocessing) while netting 2.5bil.
