You could always drag your locked targets to the position you like, now that is not possible anymore since the new update? i am missing something here?
No, you have not. It’s not possible for me either.
Maybe CCP will sell this as a convenience feature in the NES in the future.

You have to toggle it now. I think right click on a locked target or right click in space
You can’t reorder locked targets in EVE Online because of a recent bug introduced in the new update, which has been confirmed by developers and is affecting other players. The issue prevents you from dragging the target list anchor to change the order or position of locked targets, a function that was previously available. A fix is expected to be implemented in a future patch, possibly after the next downtime.
