What about a Role Bonus for All Recon’s allowing all tank modules of both armor and shield to fit into either low or med slot of its choosing instead of being limited to its original slot.
If people want to abuse it and be absurdly tanky then they would have to sacrifice a lot of e-war to do it, and this could then be balanced by the number of mid slots available.
