Maybe a crazy idea:
What if Recons were also allowed to use the Signature Radius Suppressor that currently is reserved for Battleships only?
Big temporary defensive boost on demand on a mid slot item, could work well for armour fits.
Edit: But it might also be a bit strong to survive a volley while cynoing in a fleet, although that would sacrifice a lot of shield EHP to do so.
