How do you have gallente carrier at 5 but only have capitals at 3 when the carrier skill needs capitals at 4?? What system is the null clone in?

Capitals were rebalanced a long time ago and CCP allowed things like “if you already have the carrier skill trained then we won’t take it away”. I never updated this characters skills to have any further cap focus than that but it’s a fairly quick level 5 to get if you’re going for other caps.
