I’ve discussed renaming him with a GM and they said all I need to do is submit a ticket with 3 names in order of preference and they’d be happy to change it as long as the name requested is available.

Just before I hit the [SUBMIT] button on that support ticket I had an epiphany. I realized that you could change your mind AFTER I changed his name and CCP won’t change his name twice. I’m going to have to wait until I receive the funds for this character before I submit the support ticket. I hope this doesn’t cause you any inconvenience.
