After taking the tutorial mission for scanning data/relic/gas sites the mission agent does not tell the capsuleer how to scan, nor where to go to learn this skill. For new players this must be exasperating. Why is this allowed???
Maybe nobody at CCP knows how?

I think part of this frustration is that career agents give missions, not tutorials. It is up to the player to do the requisite research on how to use systems such as the probe scanner. The EVE Online User’s Manual would probably be 5000 pages, so instead of CCP hand holding it has been mostly up to the EVE player base to create content around these subjects.
