Listen AI is stupid but I shouldn’t have to ask it questions when it comes to organization in your game.
One of the greatest and best things about EvE in the past couple years is it has become faster. More convenience and faster UI means more time playing the game flying in space.
Point is, if you have a ship tree, put all the ships in it. The ship tree isn’t comprehensive. I get that you don’t want to overwhelm new players. So put in a filter for all ships or (your current) “most ships” and have it default to most ships. But isn’t it silly that I can link a Raven State Issue or a Gnosis but these ships are not available in the ship browser?
If you make a database of ships make it comprehensive.

FYI, the Gnosis is in the ship browser:
The only ships not in the ship browser are special edition ships that are either limited edition AT ships (amongst them the Raven State issue you mentioned) or ships that were handed out once and are no longer available unless bought from another trader or collector, like the Opux Luxury Yacht.
While CCP could make the choice to include all ships in the ship browser, I completely support their choice to only put relevant ships in the ship browser and keep special edition ships out of it, as it only adds needless clutter for most players who won’t touch those ships.

Also AI is stupid indeed. It lists ship skins as ships and lists the Pacifier and Enforcer as ships that supposedly aren’t in the ship tree:
