Is this a bug or a feature and will this be changed in the future?
If you try to place pos battery in it, then:

Player Owned Structure (POS, Control Towers) and related items are not part of the Infrastructure Category - they pre-dates that specific category.
In short… Not a bug.
Ye I know what you mean, and actually what I want to ask is whether this list is designed to be like this or CCP forgot to add them to the accommodation list.
As far as I know CCP has planned to replace POS with Upwell structures. Most of the POS functionality has already been replaced like a place to live out of with safe storage, industry, refining and jump bridges. Eventually CCP will delete the old starbases.
I sooner see them delete the POS than add them to Upwell haulers.
