If they cancel the transfer, I can move the money and then initiate the transfer again. I think there is a 10 hour hold anyway.

GM’s will move the money if the buyer doesn’t send it to you…
Per rules
- Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.

Based on the ISD’s response you should only talk with support and follow their instructions, even if it takes time, to resolve this issue.
