Also, its called running missions for SoE because everyone loves them, but their rewards are also not that great as a form of balance

Get standing high enough you can decline while cd up and its not so bad.
Its to prevent lucrative spam. sometimes you take the crap missions when all declines are on a cd. Blitz them hard if that much of a issue.
Or make massive decline cd times…market runs. Been there a few times. several agents on cd? great time to load up and see a market.
Also eve is famed for alt play. Have alts spread out the standing love and hate. Keep 3rd slot open for the hauler who no one cares one way or the other about.
