I was wondering if anyone knew what was going to happen with the skill Starbase Defense Management after the POSs go away? Do we get refunded those skill points into our unallocated pool or do they get converted to other skills?

As far as i am aware CCP does not convert skills. From past experience they have always refunded the skills and also the ISK costs of the appropriate obselete skillbooks.
Except they did convert skills with the boosting changes 
But i also dont think this particular skill will be converted, it doesnt really have a purpose, as you “fly” an upwell structure, and dont just take control of a weapon array.
And they already added skills related to the upwell structures, when they first introduced citadels.
So most likely just a reimbursement of skillpoints.
