Armageddon, Megathron, Raven and Typhoon receive a new role bonus (similar to T1 combat battlecruisers).
Role Bonus:
• Can use one Command Burst module
• 50% bonus to Command Burst area of effect range

Why? We have plenty of hulls that can provide this bonus.
Not on battleships (hope that answers the question).
Anything you can bring a battleship to, you can bring a battlecruiser to. If you want a more durable command platform, you can go to a carrier (Command ships are already more durable than battleships).
Why do you think Battleships need a command platform?
It’s a fairly basic one. Command Destroyers, Strategic Cruisers and Command Ships are still more powerful. It doesn’t take anything away from the other platforms - and it’s only available on one T1 battleship per Empire that has an extra high slot.
Ok, then what is it? Is it just because you want it? If you can’t communicate why, then it’s not gonna happen.
It gives those battleships another role and they can also augment their performance with the various command bursts, ie: faster, tankier, etc.

Bring a battle cruiser that’s their job.
Battleships are just their to deal and take damage
