In EVE item database there seem to be ships that have never been used in EVE.
One of these ships is Tempest tribal issue. Zkill shows that it has been involved in few jove space battles as observer.
What is story behind this ship? Why is it in EVE database?

I started thinking that perhaps this kind of ships could be handed out as roleplaying reward. Succeed in extremely important one time objective that is offered for fanatical capsuleer follower of some faction.
I got a frigate once for bringing requested materials to someone, and a carrier for taking part in FW poster player contest and winning.
These were player organized events. CCP doesnt care about roleplayers as much novadays.
