I think you are trying to shoehorn in that high value ships and cargoes are aggressed in HS.
But that isnt relevant.
This is about aggression mechanics in HS, not value of targets.
Value is arbitrary. Someone can fly billions in a corvette.
This is about the rules of engagement regarding HS as nominally safest vs NS as no inally least safe.

Archeage was released 4 years ago. It’s a different market now as I indicated.
How many of those 60% of systems actually see more than a few ships each day? How many are almost solid ratting/mining systems? It’s pretty self evident that nullsec is the safest space in EVE. Anyone who is in a reasonably sized alliance knows that. The traffic though the hisec pipes is huge in comparison. So, lets ask the question again - should the kills be in NS where players have forced the game to be comparatively safer (huge blue swathes etc.), LS/WH space where it’s genuinely dangerous or hisec where all the traffic is?
Is that our problem or CCPs problem/challenge?
CCP have empty null space and CCP have to somehow attract players to null space, instead of making gray talks with individual corporations.
But it’s not empty, it’s just low traffic. It’s owned by large alliances who can only be toppled by other large alliances who do the same thing.
