Let take look of two neighborhood, same size, same city, and in one there is drugs, and several murders every month, and in the another one no murders in whole year.
How about that ?
Citation needed. In order for you to claim this as fact you surely have access to a source that both gives an average population number for hisec and sovnull, and how many of the deaths in hisec are at the hands of other players, or not.
