At that point, you will need to log in with the cloaky cyno to cyno in a fleet giving everyone in system who’s awake a sign that you aren’t actually AFK, so they can prepare their bait.
The point of an AFK cloaky cyno is that you cannot reasonably have a bait response fleet ready 23/7, but when the cyno needs to log in within a limited time window before cynoing in the fleet, having a response fleet ready for an hour is much less disproportionate.
Correct, the Covert cyno can portal in a blops with more fuel, but then you know he’s not AFK anymore, so you can prepare a bait fleet to be ready, instead of having the bait fleet ready for 23/7.

In an active system, there’s enough people that the cyno logging in will generally be unnoticed. And I say that as someone who’s been on both ends of the equation.
Why the hell bent focus on balance? Balance is the biggest cause of stagnation. It’s the biggest pet hate I have about you CCP, you treat anything that isn’t on the balance line with a nerf hammer, wash your hands and say job done. It’s such a reactive way to develop the game and very short term minded. Please stop it and stop this narrative of “in the desire to balance things we’re making these changes”. Its old, boring and is completely counter productive.

Address one of the most debated subjects in EVE, AFK cloaky camping, with improved systems to get rid of the frustration of AFK cloaking and its total lack of counterplay without removing the ability for hunters to catch lazy prey, or for spies to be able to scout and monitor systems with strategic value.

Well, the blog post turned out to be a moderately interesting reading. There was a lot of content that showed self-satisfaction with the decisions made by devs. Some intriguing plans, which will probably ultimately turn out to be controversial for many, or once again turn upside down the gameplay.
What is sad, however, is that CCP are trying to put on their own misguided decisions and turn them into alleged successes or intentional action. The paragraph about the CSM role is dripping with hypocrisy. An overwhelming number of times CCP has pushed its decisions through without consulting CSM members or informing them about its plans at all. That is the conclusion I have drawn from reading the statements of these few active CSM members on this forum and on EVE reddit.

And no, the proud statement that 2020 was a year of rebuilding is a distortion of reality. 2020 was a year of destruction of the players’ citadels, of destruction of ships and of the players’ assets due to the force introduction of aggressive Triglavians wherever possible, destruction on a massive scale due to the war in null sec space. Finally, the destruction of trust and, unfortunately, respect for CCP in the eyes of both veterans of the game and new players. This year was full of controversial and often wrong decisions on the part of the publisher of the game. It was a year of hard stick that generously distributed the blows. The carrot, if it was somewhere, has withered for many and is no longer worth renewing its subscription.
It remains to be hoped that in 2021, however, the CCP will show more flexibility in its approach to the needs of its clients and will try to provide a well-tested and balanced content and solutions so that the game actually stands firm on the restoration path rather than going even deeper into the bottom.

You have the good diagnostic and you totally fail in to solve problem beacause you are unable to modelise your’re player base.
In 2021 if you continue to make capital useless in 0.0 (and super), you will have no reason to see cap in space.
More over after all bad idea (like blackout) a lot of player have unsub and stop the game. The way to make they come back is not to give “carrot” to go to a ’ balance’ way. But go in opposite : More umbalance, more income than the first nerf to make people come back, and after and only after you could think to nerf something.
Low sec has the lowest population out of all 3 because its just gotten sh i te, finally CCP want to make low better and your up in arms… stuff that, finally low might get some love hoping to see what CCP bring.
Where do you think CCP’s attention was on with the endless supply of isk hence the capital nerfs the rorq nerf the ESS and dynamic bounty the attempted changes of drone agro, have you not been paying attention.
