If the target’s a ganker, but he’s not actually a member of CODE or Agent of the New Order,
does that mean you don’t pay?

You’ve got it all wrong. AG stands for A (watcher of) Gankers. They have never tried for thousands of hours to stop ganks, they’ve never said nor tried to stop ganks, their entire mission is to sit there and watch gankers, cry on the forums and send reports in about how they think they’re cheating.
Surely if they were anti gankers they would have stopped even a single freighter gank in all those years right? Since I haven’t seen them stop a single gank and my wallet is bulging at the seams from all the fat loot ive looted, that must be the case.
