The system and modules on the moon are not safe from impact.

It would be more complex to put protection around than to save them underground, with earthquake integrated adaptation systems, and other Act of God prevention or protection systems.
(The reason it would be more complex to something around than put them underground is that the thing around would also be subject to impact and require impact force strength or adaptation to be able to prevent the internal damage.)

The underground tunnels can be used to put storage and other habitation for scientists to work.

The gravity is better than on the ISS, although the distance is much greater.

It can also provide protection against local infection on earth.

There are no data retrieval system.
Those electronic data systems are offline electronic data stored in digital format storage.

Lunar probes and space probes don’t offer online storage services.
They only have data for the missions.

I don’t think they bury very deep.

It’s not used for medical reason, and, it’s still easier to dispose of systems with previous viral infection which don’t propagate without a living cell on earth, even if cremated, or, the cremation is filtered.
