You know it’s just a tale, right?
We have those tales too, and even taxes that make use of the idea. The more wealthy Voivodeships have to pay extra for the poorest regions. EU budget even have the same principle. We are more Robin-esque than Robin. Its institionalized Robin-ery one could say. But the wealthy always wanted to oppose it.
Well, There’s the tohr side. You own a shop, pay your taxes, work 40-50 hours a week and barely make ends meet. And there’s somene selling cheap knockoffs and unregulated products like those you sell, imported in bulk by shady distributors who supply them to street sellers. And you know that each handbag, glasses, shirt, kerchief, tie, watch, whatever it’s sold on the street, won’t be sold at your shop.
So you turn to the authorities and say “why do I pay taxes? Why do I have an employee and apy his/her social protection? Why do I buy legally imported stuff that follows regulations? Why do I play by the rules when that guy over there is taking my customers away with products imported by gangs?”
It’s a very complex balance. Becuse, that people will keep coming. 600+ last night. 800+ the night before. Moroccan police is suspected to be pressing them to GTFO while Spain is in the news because of that Aquarius ship. No papers, no job, no way to upkeep themselves but scrapping the bottom.
And then months of a year after they make it, if Spain was their goala dn they didn’t left for the rest of the UE, they’re right in front of your shop selling 3 € handbags, which is less than your cheap-but-quality handbags cost yours wholesale. And yes, customers know those handbags will self-destruct in a matter of days or weeks, warranty and return are unknown concepts, but they’re 3 € and the shop’s are 9 €. And msiery feeds itself. Low wages buy low cost knockofss and cause the loss of shops and their wages and everybody is poorer so strives to find cheaper stuff… and more and more misery comes from Africa by the hundreds and thousands and tens of thousands.

Main issue is Africa and close proximity to europe south-east is still rather poor and uneducated. When that will not change, things like people migrations will still occur.
The need is for more global solution. Maybe under chinese even, as they invest a lot in africa.
The frighten monkey in our brain knows that no property = death. So in oen hand drives a healthy desire to property (a home, clothes to protect form weather, food) but also in some people just gets stuck in reward mode. Got a thing, feel rewarded, then aim to get two things. Or three. Because the mroe you own, the more you’ll have to lose in order to die.
The frighten monkey knows. And ti doesn’t wants tales about how it will efifn’ die no matter how much it owns. The frighten monkey is afraid of not owning and is high on owning. And the rational mind can pretty much eff itself against that primal urge.
Only rarely the rational mind can take a piece and say “well, you’re like the richest man in the world, so, how about spending a few bilions making the world a better place?” Btu that’s very rare. There is one Bill Gates and too many frighten monkey who think that, since fortune and depredation made them rich, the world owes them to become even richer and more predatory until they die.

One could change it into a small country. With soil one could make a small garden. Water from rain in a cistern. Electricity from wind and solar power. Like being in a 1-man corporation in EVE.
Or if there was any kind of tourism in the area, it could be rebuilt as a luxury hotel, but the thing is in the middle of nowhere and refitting the building and provide basic services from shore would cost like 15 or 20 milion euros… and the amount of bedrooms oen could build without altering the structure (i.e. no extra floors) would be unpractical. As a business proposal, it’s a fool’s buy. But, maybe a whimsical millionaire would fancy to own his very Victorian fort…?
Needs a very big sum for building stuff on it, even if you could build much of things yourself, the transport costs are huge.
