Well yes, there’s also oxygen over the water, which is why the oil burns over water, and,
when the oil burn under water, because,
spreading water over the oil won’t stop the oil from burning,
leaves oxygen heated from the oil burning to burn as well;
however, oxygen burns in gas form, not liquid form.
Liquid water heats but does not burn.
Once the oxygen is removed from the hydrogen bond (2 hydrogen atoms, or, heavy water, or hydroxyde, 1 atom) , it can then burn.
Once the fire from the oil is covered by the liquid water enough to stop the oxygen gas from igniting into flame, the fire stops.
Furthermore, the reason the oil burns with water over it, is that the water makes the oil spread more.

In recent years ideas from quantum field theory, elementary particles physics and string theory have completely transformed mathematics, leading to solutions of deep problems, suggesting new invariants in geometry and topology, and, perhaps most importantly, putting modern mathematical ideas in a `natural’ context.
