And probably, but then, so is ice. There are only so many ice systems and they’re all known. There should be more moon mining locations considering multiple moons in a system.

What if I’m already -10 and take control?
When I align my citadel to an anom to go rat, it gives me the blue travel direction indicator and tells me its aligning, but it never actually moves. I imagine you’ll get the most bare bones refusal possible (ie target but not activate)
The citadel doesn’t inherit your flags, it will only let you respond to targets that are valid for the citadel itself, you won’t suddenly get a -10 sec status citadel appear as citadels themselves don’t have a security status, its not a “ship” in the normal sense of the word, you’re just giving the citadel instructions which it either can, or cannot follow
