I don’t think this is a thing in game. I’ve never seen in-game GMs moderate Local channels. I’ve never seen players silenced or banned because of this. I don’t think reporting players via ticket would do anything for repeat ‘spamming offenses’ either.
Having said that, right now forum users be all like… thanks for the copypasta
With the exception of help channels, chat is not moderated but can be used however provided screenshots to inform CCP of those who are breaking rules being racist etc.
Someone once told a story about GMs banning people for posting futanari/furry porn pics in a TEST fleet.
Now you might believe that was justified, but it really wasn’t. It was a TEST fleet.
… maybe that’s not actually telling anyone anything anymore.
