Only a small part of Pure Blind is npc zone, the rest is sov space. It’s common tactical sense to do it that way, nothing sinister about it 
And there’s plenty of other stuff brewing down south, Immensea etc. For pvp content of all kinds you’re probably good for some interesting activities there, of course there will also be some baiting - as in any conflict.
Don’t let yourself be talked out of having fun in EvE. There’s plenty going on, and the developers throw us new challenges in various shapes, besides the player driven content. The player is in control.
