It is definitely something you need to pay attention to. Ask your local New Order Agent what your duties are under the law and read the Code.

Yeah, no. As I dig in it’s clear this is some attempt to create a protection racket. with a few entities trying to claim to be in charge. nerd-flexing

I think it is safe to assume that because of his posts he already became one. 
It is true, implicit in the original post is a disregard for player interaction. Misguided though it is.
I would look in the corp recruitment section for a good HS indy corp recruiting new or returning players and hook up with them. They can help you mine safely
