Adding Skins to those Upwell structures and sell them for “Unique Experiences” just like the ship skins 
Players pay PLEX for these structure skins. 
A new way for showing off their stuff and for developers earning more right?

At least now there is a mechanism - it can be a special quantum core.
Oh but that’s only a few words different from other structures 
I think he means “Now we can tell the difference between the structures with/without a Quantum Core inside” which makes the structure a little bit different from the ones hasn’t installed it ————“Quantum Core inside” and "No Quantum core"

Nah, I mean you could buy a skin core from CCP somehow. If somebody likes your skin, they can blow up your structure, take the core, and put it in their structure to apply the skin.
