So when a Raitaru goes into power mod you can no longer Dock. There is no notice prior. (if not part of the structures corporation.)
Before this happens, (Runs out of fuel.) I suggest an auto mail to everyone who has assets at the station. 24hours before. Not just the corporation who own’s it.
Second you should be able to add fuel from inside if not part of the corporation.
Third, If it’s not your corps station there should be a way to drop fuel. Same mechanic as ore drop from outside. This would allow you to power it up, to get your stuff back.
These suggestions solve the issues, prior to it become an asset safety nightmare.

Would be nice to know you plan on moving. Maybe a mass mail generated automatically to anyone with assets there. You know good customer service. GTFO in a week, 3days, 24 hours, etc.
I was thinking more about the AFK Laird who forgot to fuel it.
1. Notice of Station move or closure to anyone with assets inside.
2. Notice of low fuel to others that may be affected outside of corporation.
3. Fueling by others.
4. Fueling without docking.
Why would you want it. For the same reason, I can put Heavy water in an Orca’s Fleet Hanger. To be helpful. I’m not saying you can’t just jettison fuel, sell it, or remove/destroy it if you want. Thats on you.
There could be toggles just like on an orca’s fleet hanger. Now the chore of fuel can be left up to other’s, if your corporation decides too. No roles needed. Amazing.
Don’t use Upwell structures for long term storage of your items if you do not trust the owner to keep the structure fueled or it’s users updated.
If you put your stuff in a random upwell structure it’s even possible that the owner intentionally lets it go unfueled and kills the structure themselves once it’s abandoned to get the loot inside.
Update: So the one i use is in low power mode. The owner must be preventing docking, because i can’t. Were limited to dropping Mobile Depots to warn others of what Gerard Amatin said (above). Which i didn’t read before docking.

I just removed all my items from asset safety to yet another round of asset safety. It appears the Safety dance and rick rolls never end in New Eden. And CCP wants to remove all NPC stations from the game, for this mechanic. This is pure bollux.
Thanks for all the advice guys, I now know there is nothing a player can really do about their assets. Its like you never own it, even if you pay for it multiple times. My problem is i come from freedom IRL where you can actually own stuff. Wish BPO’s were like plex or skin’s. If You own it you own it.
Make sure that whatever items are still in that structure are manually sent to asset safety, if you still have any.
For now you cannot dock to take it out, but it’s better to send it to asset safety and pay the fee than to wait for the structure to go abandoned after which people can loot your assets once the structure is destroyed.
If there is another upwell structure or NPC station in the same system I believe you can save a huge portion of the asset safety fee by sending it there.
got a source that says they actually will remove NPC stations? as that is where all the missions come from?
What CCP did do, is get rid of “fake” NPC stations in SOV space.. but they are not going to get rid of actual NPC stations throughout the entire time… EVE would die. as missions and NPC stations are very hard coded.
