This looks like the game may be using the Low or Medium Character Texture Quality setting.
If you press Esc, navigate to the ‘Display & Graphics’ tab, and look at the ‘Character Display Settings’ section (found in the bottom-center panel), what setting do you see for Character ‘Texture Quality’?
If that is set to Low or Medium, try changing it to High and that should improve the quality of the clothing textures.
