I got this item. I thought it was a cosmetic item, like a ship skin except for the character and not the ship. But I can’t seem to activate a license the same way I’d do a skin. When I right click I only get generic options like “view market details, sell item, buy this type” and so on.

When you are docked with the mask in your hanger look in character customisation
You can also look at the item on a mannequin by clicking on the picture in the show info window, just like you can with ships.

Like @Wondering_Monk said, it’s an Apparel item that you can fit onto your character in the Character Customization screen. All apparel items and your character need to be in the same Station.
